MANILA, Philippines - Court Administrator Jose Midas Marquez is mulling requiring all judges to submit to his office a written report every time they issue a temporary restraining order (TRO).

Marquez told abs-cbnNEWS.com this will be for “a more effective monitoring of decisions.”

If the plan pushes through, judges will “explain the circumstances surrounding issuances of TROs in a written report within 10 days from issuance.”

This comes on the heels of the actions of Pasig City Regional Trial Court Judge Rolando Mislang, who blocked the criminal prosecution of the owners and officials of Globe Asiatique Realty Holdings Corp.

Unfazed by a possible backlash, Mislang issued an injunction that made permanent a halt order against the Department of Justice from filing a non-bailable syndicated estafa case.

The injunction order was issued days after Marquez ordered Mislang to “explain the propriety” of the initial stay order.

Mislang’s actions have caught the ire of many stakeholders.
